Tawang Arunachal Border Permit: what you need in 2026

Indian citizens who are not natives of Arunachal Pradesh need an Inner Line Permit to enter any part of the state. This is confirmed by the Arunachal Pradesh Police. Native residents of Arunachal Pradesh do not need one.

Foreign nationals do not use the Inner Line Permit. Foreign nationals need a Protected Area Permit. Overseas Citizen of India (OCI) card holders, Persons of Indian Origin (PIO) card holders, and Indians who have lived abroad for six months or more are treated under the Protected Area Permit route, not the ILP route, as stated by the Arunachal Pradesh Police.

Citizens of Pakistan, China, Bangladesh and Myanmar face a stricter rule. They can get a Protected Area Permit only with the approval of the Ministry of Home Affairs.

The extra clearance for border points is separate again. For Bum La and the forward posts on the India to China line, only Indian nationals are normally allowed, and even then you need the special border clearance described below. Foreign nationals are not taken to Bum La.

For the Inner Line Permit (Indian citizens), keep these ready:

• A government photo identity document. A passport, a voter card, a driving licence or an Aadhaar card is commonly accepted.
• A recent passport size photograph in digital form.
• Your travel dates and the places you plan to visit.
• Payment method for the online fee.

For the Protected Area Permit (foreign nationals), keep these ready:

• Your passport with a valid Indian visa.
• Passport size photographs.
• Your full travel plan and, in most cases, a registered travel agent who applies for you.

For the extra border clearance in Tawang, carry your original photo identity, extra photocopies, and spare passport photos. The exact list is decided locally, so confirm on the day.

Online, for the Inner Line Permit:

• Go to the official portal at eilp.arunachal.gov.in. This portal was launched by the Department of Information Technology and Communication, Government of Arunachal Pradesh.
• Create your application. The portal offers a provisional ILP and a regular ILP.
• Upload your photo identity and photograph.
• Enter your travel dates and the areas you will visit.
• Pay the fee online.
• Download and print the permit. Carry a printed copy and a copy on your phone.

Offline or on arrival:

• Indian citizens can also get an ILP through Arunachal Pradesh government offices, including deputy resident commissioner offices in some cities and at certain entry points. Availability changes, so confirm before you rely on it.
• Foreign nationals arrange the Protected Area Permit through the state authorities, usually with a registered agent.

For the border clearance to Bum La and similar points:

• Reach Tawang town first on your Inner Line Permit.
• Apply through the Deputy Commissioner office in Tawang for the special border permit.
• The Army gives the security clearance. A local vehicle and driver are usually required for the border run.
• The permit is issued for a fixed day. If the weather or the security situation changes, it can be cancelled.

Fees and validity are perishable. Do not treat any number as fixed. Confirm on the official site before you travel (last checked September 2026).

• Inner Line Permit: a small per person fee applies for a set number of days, and it can be renewed. Check the current amount and the current number of days on eilp.arunachal.gov.in.
• Protected Area Permit: the Arunachal Pradesh Police page lists a fee for a Protected or Restricted Area Permit and a normal validity of about ten days with an option to extend by about seven days. Treat the amount and the days as items to confirm, because they change.
• Border clearance for Bum La: any charge is decided locally and the permit is for a single day. Confirm in Tawang.

Your Inner Line Permit lets you travel the main tourist circuit. This includes Bomdila, Dirang, Sela Pass, Jaswant Garh, Tawang town, Tawang Monastery, the Buddha statue, and the high lakes near Tawang such as Pangateng Tso.

Sela Pass sits on the road into Tawang and is normally open to permit holders as part of the route. It is not a forward border post, but it is a high pass and it can close in snow.

The Inner Line Permit alone does not take you to the India to China border line. For that you need the extra clearance:

• Bum La is on the India to China border, north of Tawang. You need the special border permit from the district administration and Army clearance. Only Indian nationals are taken there.
• Border valleys and forward areas such as Mechuka (in Shi Yomi district), Anini (in Dibang Valley), Dong and Kibithoo (in the far east near the border) sit in sensitive sectors. You can reach the main towns on your Inner Line Permit, but the forward stretches close to the line are controlled by the Army and can be restricted or closed. Confirm each forward point locally before you set out.

The comfortable season for Tawang and the border points is roughly March to June and September to October. Winter brings heavy snow.

Sela Pass and Bum La can close in snow at any time in the colder months. A clear morning can turn into a closed road by afternoon.

The border clearance is a security decision. It can be paused for military movement, for tension on the border, or for weather. When this happens, no visitor is taken forward, whatever permit you hold. Plan spare days and do not book tight connections around a border day.

By air: the nearest large airports are Guwahati in Assam and the airport at Tezpur, with a helicopter service also serving parts of Arunachal on some days. From there it is a long mountain drive.

By road: the common route runs from Guwahati or Tezpur to Bomdila, then Dirang, then over Sela Pass to Tawang. It is a two day drive for most people, with a night on the way.

Where to stay: Tawang town has hotels, guest houses and homestays. Dirang and Bomdila have stays for the night on the way. Bum La and the forward points do not have tourist stays. You visit them as a day trip and return to Tawang.

Tawang town sits high, and Sela Pass and Bum La are much higher. Bum La is above 4,500 metres. Cold, thin air and fast weather changes are real risks.

• Spend a night or two gaining height before you go to the highest points. Do not rush from the plains to Bum La in one push.
• Drink water and avoid alcohol on the first days.
• If you get a bad headache, breathlessness at rest, vomiting or confusion, go down at once and get help.
• Carry warm layers even in summer. The border points are freezing and windy.
• Roads are narrow and slow. Do not travel forward stretches after dark.

• Printed Inner Line Permit and a copy on your phone.
• Original photo identity and several photocopies.
• Spare passport size photographs.
• Warm layers, gloves, a cap and sun protection.
• Cash, because card and internet coverage are weak in the mountains.
• Basic medicines, any personal medicine, and lip and skin cream for the dry cold.
• A power bank.
